Takeda has taken the sake, and this, probably combined with the earlier beer, has given him the courage to make his war cry. Directed towards his opponent, the hometown hero Uesugui Kenshin, it is obviously meant to inspire fear. I didn't understand it, but it was probably something like, "I'm going to take this wooden thing in my hand here and beat the crap out of you."
He's obviously been working out recently, so I believe him and will stay out of the way while this battle rages.
