The writing on the wall in this case is not some prediction for the future, but rather it is telling us that this is a parking place for a nearby clinic and a hotel. These men here represent an issue, though, that the Chinese government is dealing with now and will be more and more in the future. They are economic migrants, perhaps from nearby Sichuan Province, who have come to Kunming to find work. For very little money you can entrust your heavy belongings to them and they will deliver your items using their tricycles. This internal migration is evident in other large cities in China, including well-off Hong Kong, and should prove to be an interesting trend in the coming years.
